Celia has over 20 years’ experience in executive management and leadership. Prior to moving into the community services sector in 2016, she worked across higher education, resources and technology industries and has delivered projects across Europe, Africa and Asia.
With a deep commitment to delivering meaningful impact, Celia is passionate about optimising organisations as well as developing and implementing new opportunities. She is a keen collaborator and seeks inclusive approaches to improve community outcomes.
Celia holds a Bachelor of Commerce, is a qualified accountant and has a Master of Leadership.
Richard Usher Director Services
Richard brings over 25 years of diverse leadership experience across the for-purpose, for-profit, and public service sectors, guiding high-performing teams towards tangible results. With a focus on values-aligned strategies, he consistently delivers improved outcomes for marginalised communities.
Driven by a deep commitment to social justice, Richard contributes to Circle Green, effecting scalable change in Western Australia. He engages in humanitarian work, promoting and raising awareness of community-based philanthropy. As a Graduate of the Australian Institute of Company Directors (GAICD), Richard holds formal qualifications in Surveying, Finance, and Leadership. Additionally, he serves as a non-executive Director of the Fremantle Foundation, furthering his mission of community empowerment.
Katy Welch Principal Lawyer – Humanitarian
Katy specialises in legal migration matters, representing the Culturally and Linguistically Diverse community with visa and legal issues.
She has extensive experience within the refugee and family violence visa frameworks and has represented and advocated for people who are victims of or at risk of forced marriage and human trafficking.
She is a member of numerous state and national networks and is passionate about ensuring professional legal migration assistance is accessible to the CaLD community of Western Australia.
Elisha Butt Principal Lawyer – Workplace
Elisha takes a compassionate and trauma-informed approach to helping WA workers navigate a wide range of workplace issues including exploitation, wage theft, dismissal, bullying, discrimination, and sexual harassment. Elisha holds a Bachelor of Laws and a Bachelor of Commerce from the University of Western Australia, and is a nationally accredited mediator.
With a strong commitment to access to justice and social justice, Elisha takes pride in providing high quality, accessible, and pragmatic legal assistance to community members who may otherwise fall through the gaps in our legal system. She has been providing workplace law assistance to WA workers since 2014 and has secured several exceptional outcomes as an advocate for workers facing vulnerability or disadvantage. Elisha is passionate about empowering individuals to resolve disputes on their own terms through mediation.
Alice Pennycott Principal Lawyer – Tenancy
Alice has over 6 years of experience providing residential tenancy law assistance to people who rent in Western Australia. She has extensive knowledge in this area, having worked at Tenancy WA and now at Circle Green Community Legal. As the tenancy legal practice manager, Alice leads a team of lawyers, tenant advocates, and volunteer law students.
She is highly engaged in the community, actively participating in various networks and groups, including the WA Tenancy Network, the National Association of Tenants Organisations, and Healthy Homes for Renters.
Alice is passionate about social justice and improving housing outcomes for tenants in Western Australia.
